Movement Incubator Program 2025

Vietnam Rise’s Movement Incubator Program 2025 is accepting applications from grassroots organisations and activist groups in Vietnam for 2025. Unlike previous years, this year’s program simplifies the proposal submission process to allow more community groups with limited capacity to participate. The focus this year is to support community groups in overcoming resourcing challenges and aiming for sustainable development under such constraints.

We invite organizations and community groups to share innovative initiatives and solutions for organizing and operating in a flexible, independent manner, not entirely reliant on fixed funding, and to find solutions that increase community autonomy in addressing social issues.

Context & Significance of the 2025 Theme: "Overcoming Resource Challenges"

In the current context, social movements and community organizations in Vietnam face legal and administrative barriers as well as economic downturns, leading to significant reductions in funding and donations. At the same time, limitations in community mobilization and organization methods have resulted in social problem-solving approaches not making a significant impact.

Vietnam Rise’s Movement Incubator Program 2025 will provide an initial burst of funding and training to help grassroots organizations in Vietnam find sustainable, operational models that maximize their group’s and community’s potential.

2025 Support Package

Selected organizations/groups will receive:

● Seed grant: Up to 15,000,000 VND/project
● Support period: 4 months
● Guidance from the Vietnam Rise team to effectively implement the project
● Training from movement experts to expand impact

What Proposals Are Encouraged?

This program seeks proposals centred on practical and creative solutions that help organizations operate effectively under resource constraints. Some potential approaches include (but are not limited to):

● Reorganizing group activities to adapt to new and challenging circumstances
● Effective methods for recruiting and retaining volunteers
● Leveraging non-financial resources (e.g., collaborations, exchanges, community fundraising, open resources, etc.)
● Applying technology and digital tools to optimize and spread activities

● Mobilizing and organizing communities to solve local problems based on local resources

Target audience

The program seeks to obtain proposals from the following groups:

● Groups launching social initiatives but facing financial, human resourcing, space or other kinds of resource limitations.
● Organizations or community groups with operational experience that need support to expand their impact under resource constraints.
● Groups with innovative ideas for community mobilization, leveraging available resources, or applying technology to solve social issues.

The program particularly encourages marginalized groups, disadvantaged communities, or individuals seeking opportunities to strengthen their capacities and expand their impact.
